Nicolae Testemitanu State University of Medicine and Pharmacy of the Republic of Moldova fulfills its mission based on the most valuable resource – the human resource, which constitutes the creative, coordinating element of activity and decisively influences the efficient use of material, financial and informational assets. The human resource of the University carries within itself the most important principle of development - innovation, without which competitiveness is unthinkable nowadays. A high level of professional training of the university staff is directly associated with a high quality educational process, which contributes to the generation of knowledge and the formation of skills actually required by the labor market.
Therefore, the Development Strategy of Nicolae Testemitanu State University of Medicine and Pharmacy of the Republic of Moldova for 2011-2020 establishes as a strategic objective the continuous efficiency of human resources management, which ensures attracting and maintaining competitive scientific and didactic personnel, creating the best workplace, so that employees can be actively engaged with their work, as well as identifying methods and means of recognizing and rewarding the employee performance.
The achievement of this objective is the responsibility of the Human Resources Department – a structural subdivision of the University, which carries out its duties in the field of human resources management.
The Human Resources Department has the mission of organizing and coordinating activities aimed at ensuring the recruitment and efficient use of university staff, in accordance with the institution's policy in the field of human resources and the regulations in force.
The Human Resources Department has the following tasks:
- Recruitment, selection, placement, integration and promotion of staff;
- Personnel records and employee files management;
- Paying and motivating staff;
- Job and staff evaluation;
- Continuing professional education and career development of staff;
- Internal and external communication in this field of activity.
The activity of the Human Resources Department includes three main directions:
a) Records keeping, planning, recruitment, selection and integration of personnel;
b) Continuing professional education, evaluation, promotion and non-financial motivation of staff;
c) Remuneration and financial motivation of staff.
There is no political or ideological bias in the Department’s activity, which is guided by the Labor Code, the Education Code, the University Charter, the Quality Manual and the procedures of the Quality Management System, the institutional regulations and other legislative and normative provisions in force that regulate this field of activity.
